An embodiment of the present invention provides a cosmetic material impregnation member configured to be impregnated with a cosmetic material, which is applied to a cosmetic applicator when used, and a method for manufacturing the same. The present invention relates to a transparent cosmetic composition having an ultraviolet screening function. The present invention can provide a transparent cosmetic composition comprising an elastomer, an oil and an ultraviolet screening agent, thereby having a transparent formulation, leaving no white cast, having an excellent ultraviolet screening effect and having a primer function.
