The invention relates to a wall-mounted dosing dispenser for providing and dispensing a liquid, particularly a wash-active substance or a care product for body care, comprising a wall-mounting element (1) for applying the wall-mounted dosing dispenser to a structural device, a replaceable container (2) for the liquid, which comprises a head region (32) with at least one dispensing opening (33), and a dispensing device for the dosing dispensing of liquid out of the container (2), said dispensing device being arranged on the head region (32) of the container applied to the wall-mounting element (1) and comprising a projection (19) that is connected to the wall-mounting element (1) in a fixed or movable manner or is moulded thereonto. The dispensing device contains a pump device particularly embodied as a dosing bellows (9) or as a piston pump, which comprises a filling opening (34) on one side, with which it is placed on the dispensing opening (33) of the container, and an outlet (35) on the other side, which is provided with an output valve (11) or interacts with such an output valve. Furthermore, the dispensing device comprises a spring element (12) arranged outside the pump device and acting between the projection (19) and the head region (32) of the container (2), and the pump device can be actuated by relative movements between the head region (32) of the container (2) and the projection (19) of the wall-mounting element (1).
