A binding agent for use with a polyethylene water resistant drainage board, comprising the following components in parts by mass: 60-80 parts of deionized water, 3-20 parts of polyvinyl alcohol, 1.6-18 parts of an inorganic composite flame retardant, 0.2-1.2 parts of an inorganic crosslinking agent, 0.01-0.2 parts of emulsified silicone oil, 0.2-3 parts of an anti-fungal agent, 7-10 parts of hydrogenated rosin glyceride, 1-2 parts of 2-Mercaptobenzimidazole, 2-3 parts of polymaleic anhydride, 1-2 parts of magnesium silicate, 0.7-1 parts of hexafluoroacetylacetonate, and the like. The binding agent uses bark powder as a structural reinforcing agent, which cooperates with the high-viscosity polyvinyl alcohol such that a formed gel has the characteristics of a fiber, causing the gel to have a certain toughness; the toughness of the finished product is improved along with the viscosity of the finished product, while the finished product has good flame retardant and water resistant properties, and is environmentally friendly.

Abstract
