Disclosed are a highly durable electrode catalyst for water electrolysis of seawater and a method for producing same. The electrode catalyst for water electrolysis comprises: a substrate having a network-shaped framework; and a catalyst layer formed on the surface of the framework and containing a first transition metal, a second transition metal, and a third transition metal, wherein three kinds of transition metals are synthesized into a layered double hydroxide, so that the electrode catalyst is suitable for water electrolysis in seawater due to strong resistance to chlorine corrosion, while also having improved electrical conductivity. Additionally, the method for producing an electrode catalyst for water electrolysis employs electrodeposition instead of hydrothermal synthesis requiring a high temperature and a long time and thus can produce a stable catalyst within a short time.
