Abstract
A method and system is presented for dynamically predicting hotspots (predictive of a high volume of event occurrences) in a geographic location. The method calculates a hotspot probability measure for each grid within this geographic location by summing probability of predicted volume bucket with probabilities of all higher buckets (buckets are ordinal here). The method also calculates a hotspot score for each grid based on the corresponding hotspot probability measure, selects a pre-defined number of grids having the highest hotspot scores as predicted hotspots, and generates an alert indicating the predicted hotspots and displaying the alert on a predictive GUI, showing the multiple grids.

A computer-implemented system and method for providing available parking spaces is provided. Parking spaces, each associated with a hold time, are monitored. A request for parking is received from a user. Available parking spaces near the destination are identified, and a location of the user is determined. At least two different routes from the user's location to one of the available parking spaces are identified. An arrival time of the user for each route is calculated. The route with the fastest arrival time is selected for that available parking space. Those parking spaces for which the user's arrival time is less than the hold time are selected as possible parking spaces. A number of the possible parking spaces is reduced by removing those available parking spaces that fail to satisfy one or more parking preferences of the user. The remaining available parking spaces are sent to the user for selection.

Block-based motion estimation of video compression estimates the direction and magnitude of motion of objects in the scene in a computationally efficient manner and accurately predicts the optimal search direction/neighborhood location for motion vectors. A video sequence can be continuously acquired at a predetermined frame rate and resolution by an image capturing unit installed at a location. A video frame can be extracted from the video sequence when a vehicle is detected at an optimal position for license plate recognition by detecting a blob corresponding to the vehicle and a virtual line on an image plane. The video frame can be pruned to eliminate a false positive and multiple frames with respect to a similar vehicle before transmitting the frame via a network. A license plate detection/localization can be performed on the extracted video frame to identify a sub-region with respect to the video frame that are most likely to contain a license plate. A license plate recognition operation can be performed and an overall confidence assigned to the license plate recognition result.

A request from an authority to detect a vehicle of interest with respect to an incident can be verified based on particular criteria. One or more of the image-capturing units can be selected along with location information stored in a database in order to enable a search. A notification can be sent to the authority upon identification of the vehicle of interest by the image-capturing unit(s). An area or radius of search can be calculated to alert one or more other image-capturing units for use in tracking the vehicle of interest. Data regarding the vehicle of interest can then be transmitted to an incident management module to dynamically update details regarding detection of the vehicle of interest.

Methods and systems for continuously monitoring the gaze direction of a driver of a vehicle over time. Video is received, which is captured by a camera associated with, for example, a mobile device within a vehicle, the camera and/or mobile device mounted facing the driver of the vehicle. Frames can then be extracted from the video. A facial region can then be detected, which corresponds to the face of the driver within the extracted frames. Features descriptors can then be computed from the facial region. When performing video-based speed enforcement a main camera and a secondary RGB traffic camera are employed to provide improved accuracy of speed measurement and improved evidentiary photo quality compared to single camera approaches. The RGB traffic camera provides sparse secondary video data at a lower cost than a conventional stereo camera. The sparse stereo processing is performed using the main camera data and the sparse RGB camera data to estimate a height of one or more tracked vehicle features, which in turn is used to improve speed estimate accuracy. The parking spaces are managed by sensing occupancy of one of the parking spaces by a motor vehicle through the nearest vehicle occupancy sensor and by determining an identity of the driver of the motor vehicle through the nearest smart parking device.

A centralized server-based system and method for managing and reserving parking spaces capable of charging an EV, that is, a plug-in hybrid or fully electric vehicle, treats sets of parking spaces as interchangeable pooled resources. An EV motorist can book a reservation with charging of the EV by specifying parking in a desired location. Parking spaces serve dual uses for parking alone or parking with charging. The parking spaces are handled as a common parking pool, such as on one side of a city block, and each space has equal access to a charging station. A system and method for generating an occupancy model are disclosed. The model is learned using occupancy data for zones, each zone including cells, which are occupied or not at a given time, each with a sensor, which may be reporting or not. The data provides an observed occupancy corresponding to a number of cells in the respective zone which have reporting sensors, and the number of those sensors which are reporting that the respective cell is occupied. The occupancy model is based on a demand model and a sensor noise model which accounts for behavior of the non-reporting sensors. The noise model assumes that the probability of a sensor being in the reporting state is dependent on whether the respective cell is occupied or not. The model can fit the occupancy data better than one which assumes that non-reporting cells are occupied with the same frequency as reporting ones.

As set forth herein, systems and methods are described that facilitate to analyze a video stream from a camera mounted on the side of a school bus, wherein a sub-set of video sequences showing cars illegally passing the stopped school bus are automatically identified through image and/or video processing. The described systems and methods provide a significant savings in terms of the amount of manual review that is required to identify such violations. The video sequences also can be analyzed further to additionally produce images of the license plate (for identification of the violator), thereby providing further reduction in required human processing and review time. In one embodiment, automatic license plate recognition (ALPR) is employed to identify text on the violator's license plate, as well as the state by which the license plate was issued, without requiring human review of the license plate image.
