[Problem] The present invention addresses the problem of making it possible to increase generating efficiency and reduce site area, and to increase power generation while reducing the cost of construction, maintenance, etc. The present invention also addresses the problem of providing a reflector for solar power generation systems which has excellent weather resistance. [Solution] The present invention comprises a plurality of solar power generation panels (2) installed with a frame (3) such that upper power generation surfaces thereof (6) face the sunlight incidence direction. The solar power generation panels (2) are each a two-surface-incidence-type solar power generation panel provided with a power generation surface (6, 12) at both the upper and lower surfaces thereof. A light passage space (13) is provided below the lower power generation surfaces (12). A reflector (4) is laid so as to cover the site surface (7) in the area beneath the solar power generation panels (2) and in the vicinity thereof. A material for gaskets, characterized in that at least part of one or both surfaces of a substrate comprising a metal plate is formed, in order from said metal plate side, with: a metal surface coating layer, a primer layer, and a rubber layer; or, a metal surface coating layer and a rubber layer, said metal surface coating layer containing: (A) one or more types of carbonate selected from the group consisting of Mg carbonate, Co carbonate, Zr carbonate, Mn carbonate, Ni carbonate, and Cu carbonate; and (B) one or more types selected from the group consisting of silica, alumina, zirconia, and titania. The present invention makes it possible to provide a material for gaskets in which the rubber layer is formed on one or both surfaces of the substrate, which comprises the metal plate, with a non-chromate metal surface coating layer interposed therebetween, the material for gaskets having a high liquid adhesion resistance against water and antifreeze liquid.
