The ground improvement method for an organic soil stratum of the present invention is for improving poor ground in which the organic soil stratum is formed above a lower silt stratum, the method being characterized by comprising: (a) a step for drilling the organic soil stratum to form a first drilled hole, and discharging to the outside and removing a portion of the organic soil stratum inside the first drilled hole; and (b) a step for injecting a solidification agent into a second drilled hole, which is formed by drilling a portion below the first drilled hole, and mixing the solidification agent with silt to form a tail section, and injecting a solidification agent into a third drilled hole, which is formed by drilling and enlarging part of an upper portion of the first drilled hole and has a larger diameter than the second drilled hole, and mixing the solidification agent with silt to form a head section.
