The heat-insulating bag can keep the temperature of cold and hot items for a long period, can slowly release heat from cold or hot temperatures so as to cool hands and human bodies and prevent heatstroke, or warm hands and human bodies for warmth, and can control the release position and speed of heat from cold or hot temperatures. The heat-insulating bag has a relatively low manufacturing cost and is conducive to scaled production.
