By means of the device, chlorine salts and a small amount of a heavy metal are separated from light-weight fly ash by means of a two-stage combustion process, and the chlorine salts and the small amount of the heavy metal can be treated by means of a subsequent process in a later period and then used as industrial salts, thereby greatly reducing the amount of secondary pollutants generated.
