According to the present invention as described above, the loss of heat into the ground is prevented more efficiently such that the heat transfer efficiency in the upward direction is greatly improved, and accordingly, when applied to the snow melting pavement of the road, the snow melting efficiency is remarkably improved, and subsequently, the power consumption can also be greatly reduced. Further, the present invention can reduce maintenance costs of re-construction as damages caused by asphalt concrete or equipment load applied during snow melting pavement construction and wheel load applied after construction can be prevented more efficiently.
