The invention relates to a process for recycling industrial and household waste consisting of polymeric, composite and industrial rubber materials, and to a device for carrying out same. A bath of a liquid-metal coolant is formed by melting one or more metals from the group consisting of: lead, bismuth, zinc, aluminium, copper. The coolant is superheated to 50-150°C over the melting point; a separating layer is created on the surface of the coolant melt by melting a complex of salts of alkaline and alkaline-earth metals on the surface of the coolant melt, and a purifying layer is created above said separating layer by melting active additives consisting of alkaline and/or alkaline-earth metals. Next, a batch of waste pre-loaded into a container having perforated walls and at least one horizontal partition is fed into and pushed through the liquid-metal coolant bath. The containers are subsequently removed from the melt. The claimed device comprises: guide rails, an inner space formed by a hearth, side walls and a roof, an inlet sluice, an outlet sluice, and a reaction chamber. The technical result is an increase in the level of desulphurization and dechlorination of the pyrolysis products in the form of a solid carbon-containing residue.
